ci(renovate): run Monday-only updates at any time on Monday - #32

Conversation
Renovate has not created a lock file maintenance pull request in any of the organisation's repositories since 24 August. The Dependency Dashboards list lock file maintenance under "Awaiting Schedule". :maintainLockFilesWeekly only allows lock file maintenance before 4am UTC on Monday. The Renovate workflow is scheduled every four hours from 00:12, but GitHub starts those runs hours late and often skips the overnight ones. Since the end of August, the earliest run on each Monday has started between 04:37 and 05:53, so none has fallen inside the window. The rule for Renovate's own image has the same problem: its window ends at 05:00 and missed four of the last seven Mondays. Allow both updates at any time on Monday. Recent Mondays have had two or three runs spread across the day, so each week now has more than one chance to run them. Lock file maintenance is the only way Renovate updates transitive Cargo dependencies and Nix flake inputs. Both have been frozen in these repositories since the last run.

Renovate has not created a lock file maintenance pull request in any of the organisation's repositories since 24 August. cupboard, idm, shatter, abc and wrapscallion all last had one on that day. Their Dependency Dashboards, and procps-darwin's, list lock file maintenance under "Awaiting Schedule". This is the same problem as iainlane/rssfilter#2270.
Cause
:maintainLockFilesWeeklyonly allows lock file maintenance before 4am UTC on Monday (* 0-3 * * 1). The Renovate workflow is scheduled for12 */4 * * *, but GitHub starts those runs hours late and often skips the overnight ones. Here is the earliest scheduled run on each Monday:0-3)0-4)Change
Both Monday-only schedules now cover all of Monday (
* * * * 1). Recent Mondays have had two or three runs, at about 05:00–06:00 and again between 10:00 and 18:00, so a single dropped run no longer costs a week. The Renovate image rule previously kept those updates out of weekday working hours. With this change, they can merge during Monday working hours.
Lock file maintenance is the only way Renovate updates transitive Cargo dependencies and Nix flake inputs, so these have been frozen in the Rust and Nix repositories since 24 August.
Verification
renovate-config-validator --strict(Renovate 44) accepts both schedules. It reports one migration, fileMatchtomanagerFilePatternsincustomManagers, which is not part of this change. Prettier passes.
